I have not read every state brokerage statues but I think it is safe to assume that this would be illegal in all 50 states without any question whatsoever. 

WF will not deal with you whatsoever as they have no incentive to do so as they can collect on their mortgage insurance with HUD.

Switching lenders won't help you because I believe the appraisal belongs to the VA, and they have it on file regardless of which lender brokers the loan.Your agent doesn't sound to blame here whatsoever, as any good agent will have you defer to the judgement of a real expert of a particular issue - in this case, your lender.

Don't pay any attention to commission percentages whatsoever for your first year, what you need to focus on is your skill-set and knowledge so you don't screw over innocent people.
