You would have to check on the laws governing your area to see if they are similar.You might also check with a Veteran's Service Organization (like Disabled American Veterans (DAV) or the Veterans of Foreign Wars (VFW)) to see if there is a possibility of appealing the decision that your brother's injury is not service-connected.

Sorry your bank account depresses you so much but it’s not college or corporate America or your parents or the government  .look  I never learned how to save money or have goals by my parents but I always worked hard and had decent things because i atleast understand if you want stuff you gotta hustle to get them in life .

If it hasn't great I would still get a flood insurance policy because the government subsidizes flood policies that are in areas the are consider low to moderate.

Failure to provide flood when required would result in the issuance of force placed insurance by the lender.I've found that flood disputes can work which is surprising when dealing with the government!

@Ryan Gartley It's not necessarily the bank, it's the government secured loan...the government only backs FHA loans up to 4-units.
