I think normally they would just turn off the water and that wouldn’t allow you to flush.

I’ll take my unregulated markets and let the market flush out the weak competition.

@Al Williamson  The most obvious con is 'No electricity No Flush' . 

In general, I prefer as small a down payment as possible, but that has to be weighed against other factors, like paying PMI (flushing cash down the toilet).

I want parking lots a mess, dilapidated fencing, high flush toilets, high flow aerators on kitchen and bathroom faucets and High flow shower heads, poor looking landscaping, siding etc..

I'd doubt it's just the flange,, they'd have flush that toilet a whole bunch for just that to be issue in my opinion.
