Does anyone know how  difficult the building department is with owner builder permits?

You probably need to take your deed to the local revenue department and have them change the tax listing into your name.

If the tenant has had the water turned off, check to make sure all spigots/faucets are in the "off" position so when the water department comes to turn the water on in my name they won't shut it back off thinking it's flooding inside instead of an open faucet.6.

Would you go to your payroll department and expect them to give you commercial insurance advice?  

In my area the AHJ is the Department of Buildings. 

@Don Griffith, if you have good credit, income evidence in your tax returns and enough liquidity to cover your debt service, just work with the commercial department of any community bank and they'll be happy to lend to you.

Local REIA's and meet ups have been very helpful for me in that department. 

Perhaps the State of California Employment Development Department is a more credible source?
