Hey @Paul Brady - the reason most of those are not well designed is because in most cases (at least in NYC & Long Island where I'm active) - the signs are illegal. 

The main space is used as an office for a non-profit organization and currently has an active lease set to expire Dec. 2025, but lease doesn’t have to carry with the sale.

If we agree the government has that power, then you must concede that they also have the power to take away the benefit to reverse the activity.
