I would suggest that you rent the property and consider using a property manager who can finance the improvements for you up front and be repaid out of the rent so you can have passive rental income over the long run. 

I use Excell to keep up with income and expenses and any repairs or improvements. 

The city has just begun to build an outside shopping center about a mile down the road along with other improvements. 

I'm not sure if you have a day job, but it may be worth taking some vacation time to make some improvements on the property to increase its value before you sell.
