It will give you experience, and if they can teach you how to do stuff (ie: change outlets,locks, install toilets, etc), it will help you tremendously when you get your own house.

Inexpensive 2nd's from outlet stores work great, and often cost about $100 +/- for a 10x12 or larger rug.Better yet, put it in your lease to have the TENANT cover 80% of the floor area with their own area carpeting (not wall to wall) at their own expense.

You didn't say what city you're in, but in a 1-bedroom condo you can probably put in recessed lighting, change the light switches and outlets, put in hardwood floors, re-finish or paint the cabinets, install granite countertops, and paint all the walls and ceilings for less than 15 grand.
