If you try to combine the two then you may skew the results and get into something that is either not good, or not safe, or both.

Consult with a specialist (watch Podcast 109 and talk with @Scott Smith) - you might be able to combine the operations LLC with the flipping LLC into one, but is likely to be better if you have an LLC just holding your flipped properties.

In my market I usually see something like 10% of rent, max of $120/month.Electricity, Garbage, Water & Sewage are combined to 28% of your expenses.

At first blush I'd say a NPV calculation combined with some sort of comps to get a price/unit is a good starting point.
