If a Colorado city has actual rules at all, they're usually buried deep in a website.

I would double check with the city, remember, trust but verify.Here's a link https://www.phila.gov/services/permits-violations-licenses/a....I'm doubtful that this scope of work doesn't require a permit.I do my jobs with permits because I'm risk adverse.Its easier to ask for permission than beg for forgiveness.Best of luck 

I am a real estate agent and live about 30 minutes from the city, but I haven't done any deals as an investor or agent within the city limits.

Check with your city/county zoning and planning to make sure it’s zoned for what you want to do.  

- Taxes may be on the higher side, but its going right back into the city.
