Off market deals usually have nonrefundable deposits and a clunkier process that isn't as suited for out of state people until they have good contacts in the area to evaluate the property (mostly contractors that feel comfortable evaluating projects for you).

Tenant Refusing To Turn on Heat In Winter In Order To Save

Some of those round thermostats still have an on/off switch, and some are AC/heat so the tenant could flip it to AC to keep heat off But I second the other point @George Paiva made - how can you be certain the heat isn't on?

If they are, I would pay them off first.I would invest in a different market(likely bigger market) where you can find reliable contractors or find a PM that will be able to manage the properties.
