How will you improve the air sealing and energy efficiency of the fabric/envelope if you cannot enter the attic?  

You could finance inventory for a contracted fabrication shop, machine shop.

My suggestion don't do it yourself and have a fabricator repair it for you.

The bureau does not do anything but pass the challenge along to the source.Nowhere, not in this thread, not on this site, not even in real life have I said someone should fabricate a police report and send it to a bureau.

When I see a sale, I will always pick up hand towels, kitchen towels, quilt sets, throw pillows and update as needed, guests are hard on fabrics. 

I have always worked in blue collar type jobs welding, fabricating, engine building, etc. but have never done anything extensive as far as contracting outside of helping my dad remodel kitchen/bathroom as a kid and helping him with various plumbing jobs. 

The company I evaluated in orlando claimed to be able to build "ecco homes" using pre-fabricated pieces with solar panels.

I use less boxes because my installer charges by the box and my fabricator charges by the box as well.

Additionally, LEED for Homes includes a credit specifically for off-site fabrication – MR 1.5.
