Also, since they don't have to be paid back in its entirety right away, and thus can be used many times over (just keep making the monthly payments until the debt is paid off), the initial cost is irrelevant since every time we re-use the cash, the cost per use/property goes down.  

I am hearing some people say that the mortgage stays in the sellers name for the entirety of the loan.

If that is the entirety of your savings you need to work on saving more.

Or would I have a tax liability on part of it because of the lower purchase price of the original property or the fact that the original property was divided (not sold to the city in entirety) or for something else?

For example, if I give notice on Dec. 3 then I have till Jan. 31 to move out and am responsible for Jan. rent in its entirety.
