Besides a Certificate of Discharge from the IRS, can this be used as leverage for negotiating?

For IRS liens, the IRS will often (more often than people think) discharge the lien against the property (but not against the individual) if the house is abandoned or in bad condition.

., I have very limited experience on this particular subject, but secured liens are NOT subject to discharge in a bankruptcy except in very limited cram down situations. 

So, you can negotiate by offering the vendor a larger cash deposit on closing (smaller vtb), vtb discharge acceleration, or a % of construction profit - be creative.
