You are correct, buying a four plex is tricky here putting 3.5% down.

As far as I know, your assumptions about the tax implications are correct for non residents, it was one of the main factors that stopped the idea of investing in Spain for me.

Even though it wasn't the answer you were looking for, it is the correct answer.

Dodd Frank corrects this by requiring the price be supported by an appraisal or some  basis. 

@Jerry Chilimidos,Ned is correct, if you end up refinancing your rentals in the IRA - your IRA will be subject to UBIT tax on leveraged portion of the income so be sure to run the numbers with you CPA to understand the tax implications.
