Funny she even discussed it with me.Now if you find having a charity helping the debtor hilarious, I find this women owing $100,000, no one can do anything about it hilarious, and even more hilarious, collecting on slips and falls on top.

I would go for full, the only reason to do a partial reno is if you want to be a charity to the existing tenants if that is something you want to do that is fine but understand that you are doing that.

@Isabella G.Instead of trying to be a charity yourself, perhaps go down to the city council and befriend someone there and discuss having them see what kind of things other cities are doing to solve this problem and then implementing it in your city.Unless you're rich, in which case you can spend enough of your own money to solve the problem.Good Luck!
