Is it a concrete floor with vinyl tiles right over the concrete? 

My research and others have told me it was PVC Romex.

@Crystal Wilson For a rental property, in the high traffic areas, I would use vinyl strip flooring.

We even got a bonus surprise when we pulled the carpet and discovered some awesome 60's, rock print, green vinyl underneath. 

I just dropped 15k on a bathroom remodel and replacing all weathered wood windows with new vinyl double pain windows on a duplex building.

I've read all the other forums about the Allure and other vinyl products but nothing came up about this particular brand Wellmade.

I'll try to be concise in my question while providing enough detail.I just completed upgrades (new vinyl plank flooring, purchased washer/dryer) for my rental property while I'm between tenants.  

There are 3 different type of pipe, pvc, cement and clay.

That price included pumping, chemically treating, and ultimately collapsing the septic tank, directional boring 3/4 of the way around the house (.39 acre lot), two cleanouts installed, and he even removed a damaged cast iron stack pipe which had cracked in my foundation and updated it to PVC at no charge.I gave the overpriced $4,000 water equipment to a friend who had suffered from hard water and haven't had an issue with my new city water/sewer setup yet.Contact me if you'd like to chat further.
