It's going to take some learning and talking with roofers and abatement companies to figure out the process.

I have had contractors show up (roofers) and give me that kind of line "just write us check for $2,500 and we can do this right now, gee looks a little cloudy..... and then had the same repair done for $400)

I asked my property manager about cleaning them, and her roofer suggested replacing and quoted $1,100.

Electrician, plumber, carpenter, roofer all needed.

You could find a good roofer in your area to come out and get it checked out for free.

My neighbor's brother is a roofer and had him out to look at some of the homes.  4 out of 5 of them had their roofs approved.  

The place I could see potential for me would be in flipping since I have a long history with house remodeling, with experience as an electrician, carpenter, tiler, builder, plumber, roofer etc... so I feel like given the right property and timeline I could flip a property for relatively low rehab costs...
