awesome, thanks everyone. and i also have some questions about some electrical stuff in the house. so there are no gounds for seems like almost everything in the home. and they have some fuses that are oversize. my dad said that other than just changing out the box to a newer style that the wiring through the house may need to be upgraded because the old wires cant handle the loads anymore and were tripping the fuses so the previous owner just upped the fuzes. what are your thoughts?

You could make the tenants paying the electricity their responsibility and require that the bill be placed in their name(s) on the lease.

It was completely rehabbed inside out (plumbing, electrical, floors, bathrooms, kitchen everything) in 2010.

Eric Dedovesh my experience in philly with row homes has been:(1) general / basic cosmetic refresh: <30 days(2) more advanced cosmetic update, maybe some electrical or secondary advanced updates: <60 days(3) full gut and finish basement.. 3-4 months.

I see you mentioned the roof and electrical, but what about the HVAC and plumbing? 

Who pays water/sewer bill, garbage collection, any common area electric? 

Up to code (electrical, plumbing, lead paint)?  

Currently we trying to get an electric saw that can cut in half, and make it easier to remove (hopefully).
