A resource I found extremely helpful for navigating this confusing process is in New York State is  www.nycourts.gov. 

From there, if there’s a contract connecting someone else (person, LLC, management co, etc), that can be navigated based on the language in the contract.

You can also check on your state access laws to a navigable water ways and what the definition is, if you can float any type of vessel over the waterway you may have access at the bank as well as upon the water.
