First, fix the water drainage issue. the leader pipe should be put into a drainage pipe and brought away from the structure, there is water just dumping down and probably causing some soil erosion, which could effect the slab. make sure all water drains away from the structure. if its concrete, have a Mason take a look at it and see if there is anything he can do with it.

Both the kitchen and bath are exceptionally small, but the bids I've gotten have been around 50k for the kitchen (even with no footprint change) and 30k for the (5x8) bathroom, and there is pretty easy access underneath to both.

Zoning allows for mobile/manufactured homes as long as there is a concrete foundation to strap it to, unless the manufacturer suggests an alternative way to secure the home.The lot suffers from soil subsidence issues, however, so I'm not even sure that a foundation can be put in (see this thread for more info: "Building on Junk Fill").

Survey, soils, environmental (if necessary), various city or county zoning fees & permit fees, address cards, utility disconnects/taps, insurance, storm water, architectural/civil/structural, etc.
