If it were a fight over which shelf space roommates get in the refrigerator, what would you do?  

It makes a difference if the appliance is electric or natural gas for the type of range hood required.We provide refrigerators, but allow tenants to provide their own refrigerator if they wish and oversee the moving in and out of the appliance.

Their refrigerator shelving is held together with tape, (that way when they moved in); they bought a stove so they could have more than one working burner, the downstairs bathroom has leaked so much the lino is coming up, the fence is held up with props and the gates are history. 

Should I spend a few extra dollars to get nicer refrigerators/ovens/etc. for the tenants? 

That's a big difference each month.Also it looks like you have a dated refrigerator and you do not have a microwave/ stove combo.

So the refrigerant type heat pump (which I think some of us are talking about vs mini-splits, etc) use the same air handler.

I wouldnt worry about upgrading with a countertop, flooring or even a refrigerator regardless of location.

Only refrigerator and stove; no dishwasher or w/d hookups.

Are we being reasonable to think that when a tenant moves out that the rental home will be neat as pin and clean throughout including cabinet tops, behind refrigerators, top of door trims and window ledges?

The wait for an approved servicer to look into a refrigerator and AC (separate rentals) was a week.
