While I'm not familiar with the state of Georgia's laws, the city of Atlanta itself is extremely LQBTQ-friendly, so I don't know whether the state's laws will be a deal breaker (though I could definitely see Amazon using its power to impact legislation).

For those that don't know Arizona is one of the few states that have legislation in place prohibiting cities from banning and regulating STR's, however, based on the above we can see that this is under attack and will most likely be overturned at some point.

They deliver water to the property and bill the property owner, it is really none of their business if you sub-meter internally.Now, they may say you are "reselling" the utility and make a fuss ... where utilities are legislated monopolies resale is frequently prohibited/restricted.
