AS for process I totally agree with Paul H.. thats exactly how we attack them.in states I have not worked I might just hire a local civil to do the feasibility study which includes all those items and I normally pay 3 to 7k for that work.. if it does not pencil you walk if it does you proceed forward.. its just the cost of doing business but money well spent to keep you from making bigger boo boo's
