Thanks There's no reason you cannot negotiate the price of a rental property, but as you alluded to, this could be dangerous territory, depending on the specifics of your situation. 

While I have experience with single-family homes, multi-family units are new territory for me.

The vouchers themselves can be used on properties in either territory but the processes are different for handling each voucher tennant. 

It's tricky to know when we are in bubble territory especially if we don't increase inventory and people have the ability to make payments.
