I have never had a home where I've waiting this long to turn utilities on, wondering if this is the norm?

I don't have any current experience flipping house, but do have an excellent contractor in my family that can do the work, and about $500,000 in savings that I can invest in this project.

Just make sure you’re comfortable with the interest rate if going either route.  

Is this enough of an evidence without actually seeing the pet and am I able to deduct the repairs for this from their security deposit?

Are there any STR owners in this area that would be willing to share their advice or experience?

It depends on various aspects like how involved you want to be, how much time do you have, do you want to do renovations and select tenants yourself or are you happy to turn all of this over to a company that does all of this for their livelihood and just grow a portfolio with them?
