Best would just be to arrange the normal pay schedule to align with on time 100% completion.I try to avoid "sticks" since this is construction and "stuff" happens....if something is bad enough for a stick, I will probably have another one of my crews come to finish the work and just backcharge accordingly.As far as "carrots" sometimes I will offer incentives to finish early, work weekends, ect, just depends on the project.

I could see that becoming a sticky situation and I am not sure if they can legally not rent to someone who pays their rent on time because of a disagreement such as this.

Study up on what others are doing.Or if building issues cause stress, look at your turn around process to see if you can get the main wear points of the unit replaced or repaired BEFORE the tenant moves in (be it leaky faucets, toilet flappers, or sticky windows).
