They have claimed their thermostat changes temperature (ex. they set it at 72 before bed and wake up and it's 65 degrees in the morning.) 

@Svend W. the most practical solution to be 99.9% sure is to have a small electric heater on a thermostat.

Boilers don't run continuously--when the thermostat calls for heat, the boiler fires up.

It will take you 2 days max if you are a regular formula programmer or know what you are doing to build a schedule, build folder system, and build a good SKU list.

Each apt has its own steam loop and thermostat, so they just installed run time meters on each apartment's steam valve and calculate the gas usage from that.

So we decided to spend the money and do the best way which was the heat treatment method which kills the bed bugs and the eggs.I remotely watched the thermostat go up to over 200 degrees and they held it for a couple hours.No problems since!
