Dodd just admitted on CNN that he inserted a loophole in the stimulus legislation that allowed million-dollar bonuses to insurance giant AIG to go forward – after previously denying any involvement in writing the controversial provision"What a shock!

I wouldn't ignore the local legislation either.  

Banning of cloths lines and solar panels is a member/home owner vote/decision and should not be legislated by government or any other interest group. 

I have no advise on palms specifically - up here they live indoors in pots.What do the City bylaws and the state tenancy legislation say about the matter?

Here it NB, where we are also a "power of sale" province, the "Royal Gazette" includes Notices of Mortgage Sale (while Power of Sale is contractual between the Mortgagee and Mortgagor, it relies on underlaying legislation which requires publication of Notice).  

And when regulation is even mentioned they bring up the same old worn out arguments such as what you are pointing at that "legislation will seriously undercut the integrity of the capital markets." 

I have heard some of these issues but was not pointed specifically to that legislation, so this is some solid gold for me.

To me that includes economic cycles, business cycles and legislative topics. 

So it might take longer for your rent growth to get to a neutral position especially with all of the legislation they are trying to pass there that is in favor of residential tenants.I do not know much about CA but have lot's of clients who have big gains and 1031 exchange into commercial passive NNN assets and they tell me lots of things going on in the markets.
