If you want to put the steps the tenant should take in the lease, then it's: after using the toilet, press the lever, watch the toilet flush, wait till it stops, if the water is still running, open the cover, check the flapper on the bottom of the tank, push it to close.I thought about this through the years, it's ridiculous if the tenants had to go through this every time they pee.

@Tim Siocheng They are in breach of their lease agreement, like anyone else, and would loose their voucher if you wanted to press the point.

I will also remove the carpeting and add hardwood floors throughout.Change the flip light switches to wide press switches and maybe a new paint color.

Unless the US is going to abandon free markets altogether and go towards a Soviet model - and let's hope this doesn't happen for the good of the world - you cannot press on one lever of a market and not have consequences somewhere else.
