The problem in part is simply the level of rules to comply with stormwater, water, sewer, fire, egress, traffic, environmental, greenhouse gas ect...are all the same so you need to spend $X but the $Y is going to be much lower than with almost any other asset. 

I am new to real estate and I want to ensure that any lease agreements that I have comply with AZ state law.

For example, the common areas (leasing offices, parking area) of apartment buildings often do need to comply with ADA standards.

I’m inclined to send them a note demanding fair market rent for the last six months and then filing failure to pay paperwork if they haven’t complied in five days.

A pre-ordinance (built before July 8, 1957) residential building or building of mixed residential occupancy, not complying with the requirements in force and applicable to the building at the time of its conversion, may be altered so as to legalize one dwelling unit, in addition to the number of dwelling units originally authorized, providing that said unit was determined by the office of the zoning administrator or the zoning board of appeals to have existed prior to July 8, 1957, and provided such building complies with the other provisions of this chapter.

Even so, most of the tenants that have signed this agreement have complied.

My sister suggest I wait 24 hours because the appointment is till 4 days and to be patient.Here are my questions/concerns:- What if the landlord doesn't comply, is unresponsive or uncooperative?

If it's not in writing it doesn't count.Don't forget....talk to your lawyer, have them review your lease to ensure it complies with local and State laws.

Going into detail about the pictures, her attitude, and the letter that never reached her is absolutely not “unrelated emotional noise”, it is explaining the situation and my reluctance to comply with her demand to resend the money to yet another unconfirmed address.
