Do they usually allow inspections of the properties prior to a written offer, or is this one of those situations where I'd be expected to do my due diligence at "arms length" (drive-by, internet research etc), and take a gamble on the condition of the property?

Under no circumstances is the actual amount of time and money a barrier to the person acting in their chosen line of business. 

It's always fantastic to have a goal in mind at a young age and good to hear that you've chosen to do real estate.

Thats simply gambling on a hunch.

Get folks lined up to do the work and get the materials chosen. 

I have not chosen an area to live in but my main focus will be to do projects there in Chicago within driving distance of wherever I end up.
