Do exactly what you have laid out...let him know that you are serious, have him stop work, and invoice for work completed to date. 

If you have an older house and need to add more Outlets/GFIs and a new receptacle for a vent hood or microwave, you will have to add breakers to your main panel.

I spent a couple hours hacking the previous owners spray foam out to replace a wire run to an outlet.

If there is only lighting installed in older homes with no fans, upgrading the outlet is a good idea if the circuitry allows it. 

Where is the best place to sell performing notes? I have seen "paperstac" mentioned previously, any others? In general, what are note buyers looking for in terms of yield right now? I would happy to pay a few bucks to...
