Normally I say you can find everyone, but many of the sellers were moved/retired out of the country, not easy access to notary, etc. or maybe the die and so that leaves the buyer in somewhat of a difficult situation to resolve.

For example I bought a duplex earlier this year that had a tenant who hadn't paid rent in a year, wouldn't allow access to her apt for showings and all utilities were in the basement accessed by her apt.I got this place for pennies on the dollar.

You just can't access it yet.If you refinance you will get a lower payment but you will be paying more% wise in interest. 

I'd rather spend my 137k in a place that is a proven tourist destination with existing comparable for rentals and resales, that I can easily access when I want to do it and that isn't in an isolated place.
