The tenant did keep windows open and run a portable ac in that room to try and dehumidify and get rid of excess moisture but didn't make a difference. all of this is a long winded way of asking:1.

Can it be dried out with a shop vac and dehumidifier?  

If he had listed it as his property, the stay should extend even longer unless you filed a motion to lift the stay.
