Basements are often smelly, damp and musty and can be an ideal breeding ground for mold.

Dampness is basements is a common problem and covering the walls with anything could be creating a mold scenario.

A damp or sometimes wet basement in a duplex is really not that big of a deal.

Replace hot water tanks, replace rotten wood under toilets, roofing, replacing a faucet, adding a 2 phase outlet for additional clothes dryers, If you can't do those 3 things you mentioned, I would re-evaluate your skills as a property manager.Did I know how to do the things I mentioned before getting in to real estate? 

there's just something about being able to go at a moment's notice and having a locked up closet where we keep our own supplies & some clothes, so we don't have to pack much. 

The living room was re-insualted (external walls) and drywalled anew and the hardwood floors refinished.Lady who now lives in the house says that on really damp days when the air is still, she can still sometimes smell a faint hint of smoke around the hall closet and basement stairwell.
