If he were to submit this, I'm fairly certain it would pass regardless of the consequences of doing so like for example much much higher sales tax in the 13-15% region.  

This normally would not be an issue but the cost of the water/sewer is extremely high in this area and specifically because the meter is a one inch, the costs are much higher than a normal 3/4 inch on a non-duplex. 

If they lie and don't pass your screening, that's their fault.It helps to have your screening criteria written down so you can share it with them.

If it is a contractor that is more organized they will likely do this already, if they are shooting from the hip "based on experience" they will likely just give you a total $ value.
