I can attest to this personally.. your best bet is to try and network with some wholesalers.3) Once you have the property, have 3 or more contractors bid the work and choose who you are comfortable with based on price and timetable.4) Make sure you have a realtor who will list property once done and who will give you comps before you buy that verify value.

@Jeremiah HilliardI agree with @Russell Brazil, you either need to meter and charge them based on usage, or just raise the rent.Also, remember that you can raise rents and still honor the leases of the existing tenants ... you simply have to comply with the stated notice timetable of their current lease.
