I changed my strategy to only invest in my 401k up to matching and then put the rest of my savings into my IRA for that reason.

You don't need to know everything to get started; you need a foundation to build on, and the rest will come through experience and then refining your education.You can build a basic understanding of investing in 3-6 months.

If you engage with tenant drama all the time you'll be doing that 24/7 for the rest of your life.

Dan your market/assets/tenants are on a totally different level than a good majority of the rest of the country.

Most of what I’ve read you obtain the code violation list from a city official but it sounds more like you are purchasing the list from an external source?
