To nail down where there are opportunities in B/C class neighborhoods would be difficult - I'd recommend getting a realtor that works directly with investors and knows where to find what you're looking for.I'm biased with PHX / AZ, but historically it's proven itself.

Two of the four rentals that I own are in 38127, so I'm biased, but I do feel as though it is a very good area to invest in, as there are deals available there, and the rents are very solid.
