This will vary property by property and area by area, but in area not only do you have all the city/county level planning: access, traffic counts, density requirements, unit counts for school districts, sewer capacity, etc, but you also have neighborhood councils which will have additional level of say in final design, scale, unit counts, uses, etc.

School districts matter...alot. to the extent that two houses located close to one another but in different districts can have different outcomes.

@Adam Ramsey -Here is a map of District 24 which I believe includes more than the 4th ward, but generally outlines the area where you would need to start being concerned with the type of tenants the property would bring in, or be concerned about housing appreciation because of the surrounding area.

For those following along at home, that language is found in Title 10, Chapter 1, Article E, section 6 (or 10-1E-6) in the municipal code.It reads: "The renting or leasing of real property for residential occupation for periods of time less than thirty (30) days is prohibited in any zoning district within the town, except as permitted in this title for hotels, motels and bed and breakfast inns."
