I can see buyers jumping at that if rates are at all near present rates.

Get a sewer line scope and use that as a point of negotiation if you're the buyer. 

Getting a base 8-15% return instead of 2-3% before actual “profit” puts you way ahead of the cash buyer. 

But, should ask, what is the occupancy for the buyer? 

How many tenants or buyers would really be interested in such a property?
