You can buy not knowing anything and just rely on the guy that sold it to you and hope for the best or, you can get the underlying information from research and learn so you can actually underwrite the loan, know where pitfalls may be and the cure for any issues, this is where the real money is in notes. :)

I'd get a code enforcement officer to meet you at the property and let you know if it meets code of not and if not, what the cures will be.
