@Nat Tagle If they leave, Im guessing that you will lose at least one month of rent because it will take some time to repaint/ update an 18 year old apt if you are to get full market rent.So before giving then a notice of rent increase, I would sit down with them and discuss the rent issue.

You would say "Mr/Mrs seller in order to get this place fixed up and in tip top shape I would need to invest at least 30k into it to fix the foundation, roof, repaint and put in new carpet, not to mention closing costs and fees which you won't have to worry about.

Repaint the gutters white to make them look clean and remove all the shrubs from the front and plant new box woods but don't buy them to large. 

Example carpet replacement or carpet treatments for stains, patching the walls, needing to repaint, and clean the apartment.
