Electrical, Plumbing, Framing and all the plans pertaining to their request.I have seen contractors/owners just draw up their plans ( very un professional but it works).Hopefully you will get some more feed back on here about your issue.Regardless of who does the plans and who does the work you need to work on it asap  because your property is dead until that STOP WORK is removed by the city.
