Since the guy turned into a snitch the police wouldn't talk about it.

I stopped by some of the old neighbors only to find out that the new tenants are holding the neighborhood hostage by calling the police on the older gentleman next door because of his dogs barking.

The police were called.

For starters, you'd want to consider the location and general age and price of properties in the neighborhood, ratings of nearby schools, amount of crime, vacancy (homeownership and rental), plus grocery stores and shopping centers nearby.A lot of this info can be found online (e.g. school ratings, crime maps, property age, grocery stores and shopping centers), while some of it can be determined by driving the neighborhood and talking to folks that live in the neighborhood.Asking police about a neighborhood might give you some objective info on crime, talking to property managers might give you info on vacancy and rent prices, and talking to a real estate agent might give you info on property age and price. 

Have them call the Police not you.

The most interesting thing that I learned this week is how many police officers own rental property.

I'm a full time Police Officer, married with 2 kids... theres time.. trust me... its rough but 2018 was my second year as a realtor and I sold 13 units, totalling $3.3MM.

I am sure its extremely difficult to 'police' but its worth checking into.

If it looks like deliberate damage, you can report it as vandalism to the police department.
