The customer service informed me they didn't offer this service at the time and they were now informing clients they offer this service.

The area of Philly is considered one of the safest but it’s very basic furnishings and amenities.

That means either you won't cash flow or your Return on Equity (ROE) will be terrible.Since this is your primary residence you'll be exempted from paying capital gains taxes when you sell.If you sell to your parents, it will be considered a non-arms length transaction and will get closer scrutiny.

I am not sure what changed there but this program went from one of or maybe the best in the past to one I would not consider today.

If you are too high, market rate customers will ignore you. 

Another thing to consider, most single family bedrooms rent for 800-1200 monthly depending on the area.

They would consider the hassle of moving the appliances, again.However, if they do bring their own appliances, you have the possibility of getting bugs.

I would look at private money lenders who can consider giving your a line of credit based on a multiple of the cash you have. 

And I am also considering house hacking so this is good to know.
