I don't think that will work, subs and supplier need to issue unconditional waivers to the contractor, and only then can you pay the contractor after he gives you conditional along with uncondtional from subs and suppliers.

A lot of home depot, local suppliers for millwork/windows/doors, amazon for a lot of the fixtures2.

Paint is a great deal there.Sometimes, you might find a supplier to make the donation and you can work a deal through the supplier and buy the residual value at the re-store.

But I have found that I can get higher end stuff from suppliers for the same price.  

Maybe if the 5 sub spots were your material suppliers, FHA might approve...??? 

I purchased my own materials, set up accounts with Home Depot, Lowe’s, and other materials suppliers, and hired out labor. 

Who handles payment to subs, suppliers, etc.

This person also needs to be the main point of communication throughout the project so subs and suppliers do not get mixed messages form different people.
