Off the top of my head, I believe I'm paying them around 18% total commission (they charge 10% on all taxes, fees, cleaning etc).My question is - Should I relist my property now during dead season or wait until peak season?

Whether the caseworker helps or not, you should figure out how to get rid of them, clean up the unit, and rent it at a fair market rate to people that will appreciate your rental.

After having a notorious crimial that showed clean, I've learned my lesson.

While the furniture selection, and a cohesive, clean aesthetic will grab attention, it comes down to murals on walls, plate and dish selection, open shelves versus cabinets in the kitchen.  

To sweeten the deal, add non-monetary incentives like free carpet cleaning, a waived pet deposit for an extra pet (if comfortable), or a dedicated parking space.
