I know of two in the westchase area that have incorporated in their bylaws that there are no leases allowed of 6 months or less.

What if people are interested and qualify and never indicate that they even need to see the place in person before willing to sign a lease?

He is indicating that they won't have any financial responsibility for the lease.

I know from experience that things will ALWAYS COME UP IN RENOVATIONS and it can honestly be hard to agree on the allocated time for some of these changes)- Plus many more items - it's easy to get out of control with contracts. 

My lease states I am not responsible for collecting the rent, the tenant is responsible in making sure I receive the rent.
