We didn't need a license, we could pull an E-Z permit as the homeowner, doing non-structural basics, and we used licensed subs for plumbing and electric.

If you put a property under contract for X, and assign it to someone for Y,  to make the arbitrage of Z,....that to me appears to be a de facto net listing, which is illegal in most states.

If you walk in the P&Z dept on N Jog rd, you can sit down with the on duty planner, talk about what's currently allowed on a particular site, get a lot of info., and get pointed in the right direction.

I forget the logic of how they got from A to Z on it, but it was clearly spelled out that your punishment would be for that.Maryland/DC is a very "special" place.  

We found some inconsistent information on the listing including details x, y, z which we feel makes the value much lower than where it is listed.

In which case, you're not denying them because of X Y or Z you're denying them because there was someone better that applied.
